First off, you completely left off Progreso in D16
Also, if we're trying to keep districts with 6 teams, with the addition of Progreso, I can easily see Orange Grove being D15 with West Oso and Robstown both in D16. The reason why is both West Oso and Robstown are nearest to Highway 77 that heads down to the RGV. That would make D16: Port Isabel, Rio Hondo, Progreso, Raymondville, West Oso, Robstown. D15: Rockport, Sinton, Ingleside, Orange Grove, Cuero, Sweeny. I would send Wharton back to Region 3 since they are the closest to Houston.
Also, don't be too surprised to see one district in Region IV being a 5-team district. The most likely candidate is D15. There's a strong chance the UIL will want to send both Wharton AND Sweeny back to Region 3. This would make a nice "Coastal Bend" district with the one lone long-distance game being Cuero, which isn't too bad. It's basically Corpus to Victoria + another 35 miles or so?
Your D14 is fine as is. As for your D13, I would keep Austin Eastside there, and also add Gonzalez, since (someone correct me if I'm wrong) they turned in 4A DII numbers. I would add Gonzalez into D13 to round that off at 6 teams.
I do not believe Bowie made the move to 4A.... correct?

Most of those districts make good sense, but we're talking about the UIL. A lot of things they do don't make sense. It's like sometimes they don't even look at a map.

Gonzales to D15 wouldn't make much sense either, seeing as though the majority of the teams in that district are Corpus Christi area teams. Geographically speaking, Gonzales is closer to Austin/San Antonio than it is to Corpus Christi.
I did have a look at travel between Gonzales and a few of the towns from both D13 and D15. D13 would make better sense for Gonzales. Their nearest opponent would be Navarro, 40 miles. Furthest would be Llano at 132 miles. On the other side, if Gonzales were to be put in D15, their nearest opponent would be Cuero at 33 miles. Furthest would be Orange Grove at 131 miles. However, keep in mind that the majority of D15 teams are 100+ miles away from Gonzales. That's why Gonzales in D13 makes better sense.
Regardless, Gonzales would be in for some really sucky travel times. It just wouldn't be as bad if they are in D13.

To be fair there aren't many great options in 1A for Union Hill or High Island...Union Hill could go to 15 but with the lack of six man programs east of I-45 a four team district probably wasn't preferred... I can see why the UIL opted to move Union Hill south to make a five team district...
