The real problem, frankly, is that school districts are unable or unwilling to pay, you know, what in effect would be a market rate that would actually attract and retain the kinds of teachers they need.
School districts are unwilling to pay teachers, but they always will have the funds to pay the $12,000 to a private firm to place the foreign teachers.

I have mixed feelings but the main thing is for them to not flunk our athletes and if they do send 'em back!

This is only marginally related... but I hated my Physics labs in college. I don't know how I passed 'cause every lab prof seemed to have merely the slightest grasp of English and accents beyond belief.
