Regarding current D16, removing Rockport and Rio Hondo (assuming 550 cutoff) will leave 9 teams in the Coastal Bend / RGV regions.

Honestly, I doubt very much the UIL would form a large 9-team district in little old 4A D2. Rather, I think we may see the return of the Cuero/Sweeny/Wharton + Coastal Bend teams for District 15. (Cuero, Wharton, Sweeny, Sinton, Ingleside, Orange Grove, CC West Oso) with District 16 looking like this: (Port Isabel, Raymondville, RGC Grulla, Kingsville, Bishop, Robstown). If the cutoff number is 540 or below, add Rio Hondo to D16.

This would most likely send teams that are traditionally in Region 3 like Navasota, Smithville, La Grange, and Giddings back to Region 3

The UIL will surprise us !!!

What would really change everything up would be if the about 18-20 schools that opt up from the 4A-2 classification to 4A-1 stayed 4A-2.

What would happen (purely hypothetical) if the HISD schools chose not to opt up this time and stay in 4A D2. That essentially puts a new district in Region 3 or possibly even Region 4 if the UIL decided to go wild. I mean hell, Waco La Vega spent time in Region 4 for a bit so it isn't out of the realm of possibility.
