From that list it would definitely be between districts 2, 9, & 25. Tough call there. I think district 18 is pretty salty, too, with Carthage, Jasper, and Center. I honestly don't see how district 17 made the list. Outside of Gilmer, the rest are mediocre at best, in my opinion.
