What heppened to Dallas Samuel?

What happened with Samuel? I heard a lot of talk from people that Samuel might drop to 3A with Madison and Roosevelt....but....Samuel ended up in 5A. What happened?

You may have gotten Samuell and Smith mixed up..Samuell has always been a large 4A...not a surprise they made the jump..Smith was low enough to be 3A last time..but they opted up
