Playoff home teams?

Since last year was the first experience in my life of having my hometown team in the playoffs, not counting my years in Lubbock, I'm just curious to know how the home team is determined.

It still seems a little unfair to me especially in the first game of the playoffs and this is the case in all other sports. It makes other than the pride of being a district winner meaningless. The teams that are second and third place should feel greatful that they are allowed in the playoffs and if they play a district winner especially in the first two playoff games the home advantage should go to the district winner. Of course then there would be arguments that a district could be weak or something so things won't change.
