I don't think the NFL will fine a defender for helmet-to-helmet hits on a ball carrier unless they are very, very flagrant with intent to cause injury. I think it only applies to "defenseless" positions like receiver or QB.

he could have led with his feet for all the NFL cares. If the helmets made contact, I'm sure NFL will use their interpretation, no matter how lame.
