What is going on with NFL draft next year?

I have heard that if you can be drafted in the first round you need to do so this year because something will be different next year. This is even though you have eligiblity left. I don't know if that means they are going to pay less signing bonus money or cap rookie salaries next year or what. I have also heard that it isn't settled yet on what they will do. Can anyone help?

There has been a lot of talk about restructuring rookie contracts to ensure that they are not paid more than the superstar veterans. With the collective bargaining agreement expiring in 2010, that will most likely be a chip that the players union uses to keep the salary structure fair for its players.
