in a kicking situation he is as long as he is wearing an eligible number. Tackle to tackle is supposed to be in 50-79 in a non-kicking formation. In a kicking situation he can be an eligible receiver if he is uncovered and wearing the proper number.

I think the proper term would be a scrimmage kick situation or formation

yes you can....i have seen teams line up in the swinging gate in the middle of the field....not a kicking situation.
