It does seem with a little effort they could have found a place for them to play in Texas since the season was about over.

couldn't they have played in Arlington, Round Rock, heck the Dome might still be playable for two games!

Bud Selig has very close ties to Milwaukee. Remember at the time the Brewers were one of the teams the Astros were chasing. The Astros were one of the hottest teams when this happened. I guess it was one way to cool them off.
