After a safety, a ball can be put into play by punt, place kick or drop kick. But after a field goal, try for extra point, or to start a half a team can use only a place kick or drop kick.

Why don't they let a team punt the ball to start a game?

I'm almost certain that there is a rule that the ball has to be kicked off a tee on all kickoffs (unless it's following a safety).
