I know the coaches water down the teams and put too many players on them

But that's the case in all district- If there's a tie, both players make the team

I've seen some teams with 15-20 players

I've always said that all you need is a uniform to make the team

it is more for the kids than to make others feel happy.

and yes they are usually watered down.

Wharton, sweeny, and, needville are all probabyl pretty well represented.
