Why are the numbers taken in October? Why not late in the spring?

At the END of a school year? Wouldn't you be counting an entire class that would be leaving??

I know our Senior class is smaller than our freshman class!

Won't they still be gone if you count them in October?

I've always wondered why the senior class got counted.

It just seems it would be a more accurate count the closer to the time it takes affect.
