I think it depends on the individual athlete. Some will benefit more from one than the other, but I think both are great either way.

Most people would say it depends on what position you play. In my opinion, most positions would benefit more from track. It's obvious that skill positions benefit from it more than they do powerlifting but it seems nowadays quickness and speed is vital on the defensive line, as well. That first step is key for any d-lineman, as is pass rushing (making moves, beating the guy in front of you, etc...).

Offseason conditioning benefits football more. The whole team can build strength with weight training in the off season, especially the power running backs, along with speed and conditioning, for the 2 way players.

Both. Or at least it can be both.

For a few years (while still in 4a) Jasper excelled at both, with many of the same athletes. One year I remember one boy who won state in his weight class in power lifting, then went on to anchor the Jasper 400 meter relay team to first place at state.

This may seem sacrilegious, but I would add soccer as a benefit to conditioning.

Oh I agree on the soccer comment. It gets you in great shape. Anything you do extra in the offseason (assuming you do the team offseason workout as well) really benefits, regardless of what it is. You could say some benefit more than others, but it all depends on the individual.
