Getting 4 million dollars to take a few days out of his life to go and get a physical in New Jersey.

I'm sure New Jersey is excited to have him back. After all he did average 18 pts and 7 boards during his time in the Garden State! ;)

With the league requiring that Van Horn prove that he's "serious about resuming his NBA career", does that mean he'll suit up for the Nets?

No he just has to show up in NJ and take a physical...and then be made inactive. If he wants he could do what Aaron McKie did and hang around the rest of the year on the practice squad...though it sounds like McKie might start suiting up for the Grizz after the All-Star break.
