They, the uil, put some bye districts in. They then had to rearrange the district #'s so 15 became 17.

You have one less district and an increase of 5 new teams up in what is traditionally Region II territory (Anna, New Boston, Carter-Riverside, Paris, North Lamar). Some teams were bound to be pushed out.
