Districts with byes

At the top of the Aligment form is the statement "The following districts have byes: 6,15,23, 30"

I don't see those districts listed, so what does that mean?

there are no teams placed in those districts for the next two years.

District 2 had a bye under the current alignment.

These are the "open" districts that was reported to be coming. It means that district 5 will not have a first round opponent. They will have a bye.
