Wouldn't that hurt the 4A districts up in the Panhandle???

No there's plenty of 4A schools up there....Two Amarillo's, Canyon Randall, Dumas, Hereford, Plainview and Frenship...thats an easy 8 team loop...Pampa is needed in 3A to help fill a 3A district up there..
As for the bottom # I haven't taken a look at the bottom of 3A yet but I am guessing somewhere in the area of 450ish...gonna need about 200 schools to fill 3A and have at least 6 teams in 32 districts....the continuous question in 3A is finding enough mid size schools to fill 3A....UIL wants a 2-1 ratio and it's just not feasible in 3A under the current system...
I am finishing my 4A projection and I'll start 3A

I've even heard the bottom number may not change at all.
