I have a question about this article it says he has to transfer down a division but cant you transfer without penalty if you have already graduated. For example, I heard that Cinncinattis QB transfered without penalty because he already graduated from Wake Forest.

you can, but you have to enroll in a graduate school course at your new school, and that said course can't be offered at your old school...
