It mean "to the top", but this is a bad poll anyway. It only has TWO Div. 2 games instead of all 4 of them (it excludes Regions 1 and 4)

So, in a sense, it's not a full representation of the remaining teams in the Div. 2 playoffs. Only Regions 2 and 3 are represented.
