Take the top three teams and add up their total losses this season. Or, check out their current rankings. If there is another district with three teams still alive and fewer losses, or with two teams ranked and one still receiving votes and in the top 30, you could make an argument that District 23 is not the best...

If D23 gets eliminated from the playoffs it won't be because of another district...It will be vecause of three individually good teams.

how much better is a smithville team lookin who didnt win any games in district but competed in the district games. perhaps another district them and la grange be contenders

Smithville and La Grange are good teams. I do believe that had they been in a district besides 23-3A they would have gotten a playoff birth.
