Player A goes out for a pass. When he is about to catch the ball, the defender grabs a towel he has hanging out of his pants and throws it in the face of the receiver. Is it a normal pass interference or could it be an unsportsmanlike like conduct?

Wow, tough one.

If I were reffing that game.....I would call that an Unsportsmanlike Conduct penalty.

He would be interfering with the receivers ability to catch the ball, while not making a play on the ball

It's not really Defenside pass interference due to the fact the defender isn't making any kind of physical contact. Instead, he uses a towel and throws it into the receiver's face to block his vision.

I think of it this way. Had the towel throwing occurred between plays, it would be called personal foul unsportsmanlike conduct. I think the same would apply here since something is being thrown by the defender at the receiver.

He would be interfering with the receivers ability to catch the ball, while not making a play on the ball what if he threw the towel on his face and turned around and made a play on the ball?

I'd go with unsportsmanlike conduct.

Where did this happen? (I'd pay money for a clip of that one)

I might have to invoke the "obviously unfair act" rule which would permit thew refs to assess any penalty they feel equitable.

You could also say it is using equipment to confuse opponents which is also a foul.

Either way it counts as an unsportsmanlike conduct foul and counts as 1 towards the 2 a player can get before he is ejected.
