You have it backwards,the highest number gets first pick. Here is the rule: "The priority list is initially set based on the reverse of the draft order. However, each time you add a waived player to your roster, you're pushed to the back of the list, so the team with the lowest waiver priority will always be the team that completed the last successful waiver claim."

Anytime a player gets dropped from a team, they are automatically on waiver for one day (even if set to zero). If someone else picks that player up the same day, it counts as a waiver move.

So, at 16, commish gets first pick. At 15, emerson1 gets second pick. At 14, Lightning gets third pick. So, Lightning is the only team in the top five with a sort of realistic shot at either of them.

then so on. Me and drillers have the least possible chance at picking a player up on waivers. The roster is locked, so Palmer and Maroney will just stay without a real team all season.

Actually, he's probably right. I had first draft choice, so would have gotten #16 waiver priority according to the rule. The team is not locked however. Commish dropped all the players and they will be on waivers tonight sometime if left as is.

From the FAQ section:
If you're viewing the waiver priority list after a player has been processed, the team with the lowest priority (12 in a 12-team league, 10 in a 10-team league, etc.) is the team that was most recently awarded a player.

This is correct. Maroney would be a huge player for any team...he's just off to a slow start
