Bill Suffocates at Bottom of Legislative 'To Do' List
A bill that would allow businesses to own and operate poker rooms in Texas is dead.

After being passed by legislative committee, Texas State bill HB 3186 found itself at the bottom of list of bills that would be considered by the House this legislative year. By rule, if a bill doesn’t reach the House floor by midnight of its second day of consideration, then cannot be considered. A spot near the bottom of this list — which is where HB 3186 wound up — guarantees its failure.


This is the fate of most bills that are considered too controversial or too complicated to be tackled during a particular legislative year. This is also a way for opponents of certain bills to ensure that they will die a quiet death away from the floor.

The Bill’s sponsor, Democrat Representative Jose Menendez of San Antonio, has not said if he will reintroduce HB 3186 and a phone call to his office has not yet been returned.
