Even at full speed...the umpire made a few key errors:

1) He rushed his call...in his mind he had the kid out before the tag got there. This is pretty obvious in that he made an impulse call on the play.

2) He didn't watch the tag very well. The tag was way too high and the rule of thumb is that on a play like that...high tag safe/low tag (tagged the legs) then he's out.

High tag safe. Sliders feet on the plate before the tag hits the upper body. that is why you are taught to tag low with a sweep across the legs.
