There are a lot of economic advantages to having a budget surplus, so it's actually a good thing for all of us. Budget deficits are what you don't want to have.

IMO, the President of the United States has about as much control over our national economy as the Queen of England does over the British economy. Presidents typically like to take all the credit for the "good" during their terms, and discount the "bad". The power of this nation is centered in the body of 100 men and women called "Senators". The President can speed up or slow down legislation, but that is just about the extent of his powers---the rest is all political maneuvering.
