They should make it an international law to not use women or children as shields in battle.

LOL you think insurgents and terroist will follow Geneva Convention rules? Which BTW has it in there not to use civilians as decoys, hostages, or shields

Hard to expect terrorists to abide by the Geneva Convention when we don't.
