It's a browser thing. Firefox doesn't do a 3D mode on the text box with the outline, but IE does. Some earlier versions of IE may not, as well.

well I have IE and have never seen the quote boxes without an outline... just saw it like that once... refreshed and it was the same, tried again later and it was back to normal...

For you techies, it seems to be related to the way the style is defined in the page and the way it's supported by the browser. Here's the style definition used for the blockquote. The "inset keyword causes the 3D outline.

Probably something in IE got hosed the time it didn't work, or the style loaded improperly. For those of you using Firefox, it evidently doesn't support the "inset" border type.
