It usually does but this is one case where it failed. See Link below. I saw McDuff's story last night on Notorias tv program. First he kills three teens at Everman near Fort Worth. He is found guilty and sentenced to death but is saved when US Supreme Court ruled death penalty unconstitutional (they later reversed it) then he get paroled due to prison overcrowding in 1989 and then kills at least 5 women (it could have been more) then is finally captured again and sentenced to death and is put to death in 1998.
The main thing that is frightening is that it happened as close as 1989 and other dangerous criminals were paroled.
