If the QB has the ball (its a designed pass play) and someone on defense hits him to make him fumble and the RB picks the ball up can he throw the ball to the WR down field (the ball did not pass the LOS)?

I dont see why not. Never heard of that happening, but it probably has. Good question though!

As long as the QB's loss of possession is ruled a fumble, anyone on the offense can pick it up and throw a forward pass. If it is ruled the QB's loss of possession was actually an incomplete pass, i.e. arm going forward, then it can't be thrown again but ref will be blowing it dead anyway (assuming it hits the ground after leaving QB's hand.) And even if the ball , loose from a fumble, bounces across the line of scrimmage and then gets knocked back behind the line of scrimmage, it can be picked up and passed.

It definitely is not like Texas HS football but it is football. No game this week . 1 next week to finish the season off.
