This is a very old town in Texas and is about 90 miles north of Houston on Highway 59. The name doesn't seem to have anything to do with the capital of Russia. It is much smaller than the Russian city since it only has a population of about 170.
During the mid 60s the while the Cold War was at its' peak the residents didn't want to have the same name as the capitol of the USSR. So they got a petition requesting that the USSR change the name of their capitol so they wouldn't have the same name. The petition was not honored by the Soviet Union.

I had a girlfriend in high school who's grandparents lived in Moscow (Tx).

haha that's awesome that they petitioned for Russia to change their name!!
