can players transfer to different school during the season, say from lower classification to higher and still play that season?

NO,

Because everyone knows that 2a players are not good enough to play on 3a teams.

depends on who your parents/relatives/friends are and how much cha-ching they've got...

Yes, they can. The elgibility question only applies if the move was made for athletic purposes. Parents get new jobs sometimes requiring them to move, can't hold that against the kids.
