The key has to be when there are 13 the person on the fourth column is completely moved over to the second column making it two people there instead of three resulting in 13. Then the person is moved back to the fourth column when there are 12 and there is no replacement on the second column because of the movements so there are only 12. The person will be back in a seond though making it three there and thus 13.

he was there the entire time... if you look closely at the person on the bottom left... only his hair is removed, therefore, he never really was cut in half like the others. Therefore there is an extra body to put togehter...
