I don't understand why he just didn't hang up and call back thus getting a different operator/agent. That is what I do if I can't understand a damn thing the guy is saying on the other end.
Of course, this doesn't work for technical support such as Dell.
All their support is located in India.

the dell tech support people i talk to are in virginia. though some of them are hard to understand. you can always ask to talk to someone else.
