Gilmer doesn't have a water tower. See that hill in the background of this photo? The tank is built into the hill and is a high enough elevation above Gilmer to where it creates enough pressure to pump water all over town.

As a matter of fact, I've heard plumbers complain that Gilmer's water pressure is too high.
