I read in the Midland paper that no West Texas Football Team has ever won the 3A State Championship is this true?

No, it's happened plenty of times, it's just been awhile. Here's my rundown:
Breckenridge-51, 52, 54, 58, 59,
Brownwood-60, 65, 67, 69, 70, 78,
Dumas-61
Lubbock Estacado-68
Vernon-90
I may be off a bit, but I believe this is it.

It seems like Denver City had some championships in there somewhere back when 2A was actually 3a. Also Sonora had a couple of championships as well.

What makes a team a West Texas Team? Where is the line drawn?

Technically, Abilene could be considered East Texas since it is closer to Texarkana than to El Paso, but I consider the DFW area the dividing point. Everything west is West Texas and everything east is East Texas. Just my opinion.
