The English are known for their sense of humor. This is a joke that is set in 1920s England.
An Englishman stops by to visit an old friend who calls his servant to get them some scotch and brandy. The servant says "Sir, we are out of scotch and brandy. In fact we are out of alcoholic beverages."
The guest replies "No scotch, brandy or alcoholic beverages? This is like living in America - the "Dry" States."
