MEXICO CITY: Mexico is one step away from decriminalizing the possession of small amounts of drugs for personal use.
The legislation has been approved by Mexico's Congress and awaits the signature of President Vincente Fox. His office says he intends to sign the law into effect.
It would allow individuals to possess small quantities of cocaine and even heroin.
A spokesman for Fox says the law will allow police and prosecutors to focus on major dealers.
Enactment of the law could affect joint U-S-Mexican anti-drug efforts. It could also increase the vast numbers of vacationing students who visit Mexico.
