Puzzled about article

The attached article is about tonight's 01:02:03 04/05/06 time. But it says that if you know someone turning 51 you should call them at 01:02:03 and wish them happy birthday. Why some one 51?

The reason I am asking is that my wife turns 51 tomorrow and I am thinking about waking her up.

I thought it would be something with the year they were born, but it would be 1955 or '55 which doesn't fit anywhere.

If you have a friend who turns 51 Wednesday, you could call at exactly 1:02:03 a.m. to wish him or her happy birthday.

I have at least 100 people working on this and no one has figured it out yet. I guess I won't get up at 01:02:03 to wish my wife Happy 51st Birthday. I am so mad, I may just not wish her Happy Birthday at all.
