How can somebody sign with two schools

I read somewhere Jeremy Sanders was a dual signee with Navarro Junior College and Baylor how is that possible and who does who play for?

I might be wrong but if you have questions of eligibility you sign with both and then if you dont qaulify you go to the JUCO you signed with.
