Obviously, the Mexican Military has components that are not under their federal control. Even if they desired to stop the trafficking, they would be up against certain failure because of the payoffs. The very people they charge with responsibility are the ones being paid off. It's ridiculous for US officials to expect them to do anything at all about it. If we want it stopped, we will have to do it ourselves.
