First, you have to have the pic hosted on another active site such as photobucket or imageshack. Then you put a "hotlink" to the pic in your signature using the IMG function.

When you are ready to insert your picture.....click on the button above where it says "IMG" and put your web page in there...

That's a nice pic, but check the sig section of the rules for size limitations, please.
