How do you start a website? How much does it cost? Is it a pain in the you know what?

Creating your own website is easy turbostud.
If you have a dsl service like SBC then they have their own page-building software and free hosting service.
Lycos is a popular free web hosting and web page builder too.

If you plan to do business online then Cnet has great resources on this. Yahoo has good plans for small businesses.:)
When you use the free sites understand that they can be a little intimidating. But after reading the online guides or using their walkthroughs it really isn't very difficult at all.

Or if you can manage to "find" a copy of Windows 2000 Server or 2003 server you can load IIS and purchase a domain name from a domain seller website. Some are actually pretty cheap. 15-20 dollars a year for a name. An alternative to IIS would have to be Apache because it is free and you can do some really cool stuff with it.
