housing solution for hurricane victims

We need to open all the closed military bases and bases and hospitals that are being closed for housing .this way we would have no constuction cost .The temporary housing such as astrodome etc.will not serve the need since it will take months before the people can return to their homes even if they were not devestated .Cal your congresman .
