The real problem, frankly, is that school districts are unable or unwilling to pay, you know, what in effect would be a market rate that would actually attract and retain the kinds of teachers they need.
School districts are unwilling to pay teachers, but they always will have the funds to pay the $12,000 to a private firm to place the foreign teachers.
