Most head coaches don't ever actually see each other until game night. The scouts (middle school coaches) usually make the trades. From what I've seen, the coaches agree to trade a number of tapes usually about 3. Then each coach chooses the three he wants, and the other coach provides the ones requested. As far as agreeing on time and location, that is usually done on the phone.

Most coaches request and usually receive the films they request.

coaches dont HAVE to trade film in the playoffs. Some coaches wont!

that happened to us against either canyon or daingerfield so we just went to there opponents and asked for it and they glady hand it over

Not trading tapes used to be an advantage if you had good scouts. UIL changed it's rule about 4 years ago.
Now teams are required to trade at least 2 tapes if they video games. Some coaches don't know the new requirement and still get talked into not trading if they can't agree.

you could still get the tapes from other teams that the team you are scouted have played
