How are Teams divided into Division I and Division II. I am not real clear on this?

Basically, the largest (in student average daily attendance)of the three district finishers automatically goes as Division I, regardless of district standing. The other two go Division II.

Thanks for the info. I thought it was something to do with enrollment but not quite clear.
