Not exactly, there is just one team from each district instead of two, which if you do the math, takes a week less to play. Out of the teams that make the playoffs in each district, the team with the higher number of enrollment will go D1, while the remaining go D2!....there are just less teams in D1 playoffs. It goes like this....Dis. 1 vs. Dis 2, Dis. 3 vs Dis. 4...and so on.

It's not that DI skips area, it's that area was added for DII due to 64 teams instead of 32.
