CD/DVD Question

Can a DVD be burned onto a CD as a Video CD? I understand there wouldnt be any menu stuff on a Video CD but I didnt know if it could done. Just wondering!

I'm not absolutely certain, but I think they are different which is why they require different burners. I could check with my family experts if you want.
