Softball game rule question

Can a high school softball game start with one team having only 8 players on the roster and the other team having at least 9? This happened in a game earlier in the week in Wharton when they played Boling

I've had it happen at the league level, but I haven't seen it at the high school level. I know you can still play a game with only 8 players in league games.
